We have reviewed the construction plans submitted to the Department of Public Utilities on April 23, 2007. There are no modifications to or extensions of the existing County water and sanitary sewer systems required to serve this project. The existing water meter or sewer service will not be modified. DPU approval of the construction plans is not required. Provide DPU with one set of the approved construction plans for our records in accordance with the POD signature process effective January 8, 2007.

Dear Mr. Koth:

We have reviewed the construction plans submitted to the Planning
Department on February 7, 2007.

Please address the following comments and resubmit revised
construction plans for review. Water and Sewer Agreements that must
be executed by the Owner and the County prior to Public Utilities
approval of the Construction plans for water and sewer improvements
have been executed.

Sheet 5.0:
1.     Review the 12? sewer main. The response letter indicates
that the material of this main is cast iron and the plan indicates
RCP. Clarify and revise as necessary.
2.     DPU records indicate that the private onsite sewer for this
project is 8?. Was the 12? size field verified?

General:
3.     Agreements have been executed for this project. No
additional permit fees are due based on this plan. If the meter
size for this project changes, additional permit fees will be due at
that time.

The Division of Police recommends approval with the below
requirements addressed or met.


SECTION I. ADDRESS THE FOLLOWING ITEMS IN ORDER FOR THE DIVISION
OF POLICE TO ENDORSE THIS PLAN:
All shrubs and trees should be trimmed to allow for maximum
visibility to and from the site and from within the site. Shrubs
should have a natural growth height of no more than 2 ½ to 3 feet,
or be maintained at this height, especially when located along an
entrance, walkway or parking area.


SECTION II. IMPLEMENT THE FOLLOWING SECURITY STANDARDS:
Landscaping
1. The landscape plan should show the light pole locations as well.

2. All shrubs and trees should be trimmed to allow for maximum
visibility to and from the site and from within the site. Shrubs
should have a natural growth height of no more than 2 ½ to 3 feet,
or be maintained at this height, especially when located along an
entrance, walkway or parking area.

3. Trees should have a natural growth with limbs at least 4 feet off
the ground, or be maintained with the canopy raised, especially when
located along a building entrance, walkway or parking area.

4. The location of light poles and their relationship to the trees
throughout the parking lot and along the building edge needs to be
considered. The two should not be located in the same area, as
illumination will be reduced as the tree matures.

Lighting
5. The minimum maintained light level should be no lower than 1.0
foot-candles throughout the parking areas, walkways, building
entrance and building edge.

6. The lights throughout the site should be the same. The emphasis
is to have the same color of light (white or orange/yellow)
throughout. This will provide good color rendition, help with
visibility and reduce contrasts. Metal Halide is preferred.

7. All light fixtures need to be full cut-off.

8. The type of light fixture the Division of Police requires is one
that puts the light down on the ground, versus horizontally and up
in the air. Many of the decorative light fixtures put the light
everywhere but where you want it, which is on the ground. If
decorative fixtures are installed, they should have the bulb in the
top casing of the fixture so that the light will be directed towards
the ground (see photo). This will also avoid glare because you
don?t actually see the bulb.

9. Lighting is one of the most economical and effective forms of
crime prevention available. Lighting must be even and uniform and
not produce dark areas or sharp contrasts for concealment.

10. In creating uniform lighting, consider:
a)type of fixture
b)the height of poles
c)the direction of the light
d)the spacing of fixtures

The Division of Police supports and implements Crime Prevention
Through Environmental Design (CPTED), which is the theory that the
proper design and effective use of the built environment can lead to
a reduction in the incidence and fear of crime and an improvement in
the quality of life.

The following characteristics need to be in place at this site.
1. Natural Surveillance. Provide natural surveillance throughout
the site, especially to parking areas, buildings, building
entrances, walkways, etc. Natural surveillance is the placement of
physical features, activities and people in such a way as to
maximize visibility.
2. Natural Access Control. Provide natural access control throughout
the site. Natural access control is the physical guidance of
