Comments: POLICE - VANN, KIMBERLY TO: Planning Office FROM: Henrico County Division of Police, Community Policing Unit SUBJECT: LP/POD2007-00060- Glen Allen Service Center DATE: April 27, 2007 LP/POD2007-00060 Glen Allen Service Center POD-71-06 The Division of Police can?t recommend approval. Additional information is needed. Written compliance or new plans with details shown/stated will meet our requirements. SECTION I. ADDRESS THE FOLLOWING ITEMS IN ORDER FOR THE DIVISION OF POLICE TO ENDORSE THIS PLAN: 1. The landscape plan should show the light pole locations as well. It doesn?t and we have concerns with four trees being in the same location as the lights. 2. The location of light poles and their relationship to the trees throughout the parking lot and along the building edge needs to be considered. The two should not be located in the same area, as illumination will be reduced as the tree matures. Red Maples are shown adjacent to the light poles. Move one or the other. 3. A fence is indicated along the western and southern property lines. This fence should tie into any existing fences or replace them so that an alley is not created. If existing fencing exists along the property lines, recommend tying into that fence versus installing a fence line that would create an ?alleyway?. This will actually create a ?dead zone?, an area that no one knows who it belongs to and may not be visible to the surrounding area. 4. The minimum maintained light level should be no lower than 1.0 foot-candles throughout the parking areas, walkways, building entrance and building edge. This is not met in the middle back and west side parking spaces. The level drops below 1.0 foot-candles in other areas as well. This needs to be addressed. Are any building mounted lights proposed? Include the cut sheets and levels on the photometric plan if so. Increase the light levels. 5. Lighting should meet the below standards. REFER TO FOLLOWING LINK FOR SECURITY LIGHTING LEVELS - http://www.co.henrico.va.us/pod/police/police_pod_comments.html and look under sections by use and for pictures of fixtures. SECTION II. Implement the following security standards: Landscaping: 1. All shrubs and trees should be trimmed to allow for maximum visibility to and from the site and from within the site. Shrubs should have a natural growth height of no more than 2 ½ to 3 feet, or be maintained at this height, especially when located along an entrance, walkway or parking area. 2. Trees should have a natural growth with limbs at least 4 feet off the ground, or be maintained with the canopy raised, especially when located along a building entrance, walkway or parking area. 3. The lighting plan should be submitted with the plan of development. 4. The lights throughout the site should be the same. The emphasis is to have the same color of light (white or orange/yellow) throughout. This will provide good color rendition, help with visibility and reduce contrasts. Metal Halide is preferred. 5. All light fixtures need to be full cut-off. 6. The type of light fixture the Division of Police requires is one that puts the light down on the ground, versus horizontally and up in the air. Many of the decorative light fixtures put the light everywhere but where you want it, which is on the ground. If decorative fixtures are installed, they should have the bulb in the top casing of the fixture so that the light will be directed towards the ground (see photo). This will also avoid glare because you don?t actually see the bulb. 7. Lighting is one of the most economical and effective forms of crime prevention available. |
