Foster & Miller, P.C. 1670 Mountain Road Glen Allen, Virginia 23060 RE: Glen Allen Service Center 3015 Mountain Road File No. 4838; P.O.D. No. 71-06 Dear Mr. Grinblat: We have reviewed the construction plans submitted to the Planning Department on February 19, 2007. Please address the following comments and resubmit revised construction plans for review. Water and Sewer Agreements that must be executed by the Owner and the County prior to Public Utilities approval of the Construction plans for water and sewer improvements have not been executed. Cover Sheet: 1. Include an original signature and date on the P.E.'s seal on the cover sheet. Sheet 2: 2. The following comments concern the existing fire hydrant: a. Clearly show and label the existing fire hydrant assembly. The valve needs to be shown as a branch valve. b. The hydrant location, as currently shown, is too close to the curb at the radius, creating the potential for damage from a vehicle. Adjust the hydrant location to place just past the storm sewer. Also, since this hydrant will be closer than 50' to the building, a request for exception to DPU Standards Spec. 4.2.05.K must be made to the DPU Director for review by the Fire Division and DPU. c. Add the following construction sequence notes: i. Contractor to notify Fire Division prior to hydrant outage ii. The existing fire hydrant to be returned to DPU Operations once the new hydrant has been installed. 3. Provide an internal angle between the existing and proposed sewer at the doghouse manhole. Indicate the direction of flow of the existing sewer main. 4. There is almost a one-foot difference (0.86 feet) in calculating the depth of existing manhole CSB 6+75 using field verified elevations as opposed to CSB elevations. Over a half-foot difference in depth is calculated for existing manhole CSB 3+62. Ensure that the field verified elevations are correct. Sheet 5: 5. As previously commented, relocate the doghouse manhole detail onto Sheet 6 where other utility details and notes are shown. General: 6. Owner to submit executed utility agreements prior to scheduling a pre-construction meeting with DPU. Comments: COMMONWEALTH OF VIRGINIA COUNTY OF HENRICO INTER-OFFICE MEMORANDUM TO: Leslie News/Planning FROM: Design Division Director/Public Utilities SUBJECT: Glen Allen Service Center DATE: May 2, 2007 We have reviewed the construction plans submitted to the Planning Department on April 12, 2007 and the revised sheet submitted on May 1, 2007. All technical requirements of DPU have been satisfied. We recommend that final construction plans be submitted to the Planning Department for signature. After approval by Planning, please provide twenty-one (21) sets of the signed drawings to this office for approval of County water and sewer. Water and Sewer Agreements that must be executed by the Owner and the County prior to authorization to proceed with construction of County water and sewer improvements have been executed. The required Utility Pre-Construction Meeting may be scheduled jointly with the Public Works Pre-Construction Meeting, if desired, after the final construction plans are approved.
