Engineering Design Associates 5625 Laburnum Avenue Richmond, Virginia 23231 RE: Richmond Cold Storage 5501 Corrugated Road File No. 3145 ? P.O.D. No. 92-89 Dear Mr. Nelson: Enclosed are marked-up prints of the water and sewer plans that are part of the plan of development submitted to the Planning Department on February 15, 2007. DPU recommends approval of these plans by The Planning Commission. Please address the following comments before submitting the construction plans for signature. Sheet 2: 1. Include ?1.1.04C and 9.3.10? in the reference fro the removal and/or relocation of public utilities. 2. Provide a note indicating that minimum cover will be maintained on all utilities not involved in utility relocation activities. 3. Since this sheet included utilities that will be relocated, provide the CSB/CWB sheet reference on this sheet as well. 4. Be advised that fire hydrants cannot be relocated. A new fire hydrant will be required for this project. 5. The meter and detector check may need to be replaced. Provide a note on the plans that indicates DPU will determine if a new meter and detector check will be required during construction. Sheet 3: 6. Review the presentation of utilities. All public utilities that will be new should be shown as solid lines. 7. Show the relocated backflow preventer and Siamese connection for this project on this sheet. 8. Provide a bubble around the area included in the relocation detail. 9. The proposed fire hydrant cannot be installed as designed. An 8? ductile iron main must be installed to serve the fire hydrant. 10. Callout the tapping sleeve and valve that connects the fire hydrant line to the existing main. 11. The minimum sized proposed public utility easement is 20?. Revise all proposed easements accordingly. Sheet 5: 12. Consider providing the relocation schematic on Sheet 3 and not on this sheet. It will make the plan easier to review. This will also eliminate the need to provide utility callouts on multiple sheets. 13. Reference the appropriate DPU Standard Detail for the meter or provide it on the plan. 14. How will the 6? valve and fire hydrant lead be connect to the 8? x 8? tee without a reducer? Review and revise and necessary. 15. The fire hydrant valve must be installed adjacent to the main in accordance with D-200. 16. Remove the legend provided. DPU does not allow legends to replace callouts. Provide callouts for the mains and appurtenances directly on the schematic. If the legend is intended to be a sequence of construction, it can remain but should be reworded accordingly. 17. The water meter should connect to a tapped plug in accordance with Detail D-227. Remove the reducer from this area. 18. Provide the size of the meter and detector check on the plan. 19. Reference the backflow preventer and provide the size in the reference. Sheet 6: 20. Provide quantities for all public utilities proposed with this project. General: 21. Provide a completed Green Card Application for the preparation of Agreements for the building expansion. Box 50067 Richmond, VA 23250 RE: Richmond Cold Storage, POD 92-89 Administrative Construction Plan Comments I Dear Mr. Nelson, Jr., P.E.: The Planning Department has completed its review of the referenced plans submitted February 13, 2007 and has the following comments: 1. The Henrico County Tax records indicate that the owner of the property is different from what is shown on the plans and on the application. It shows the owner as Richmond Cold Storage Co. Please revise the plans or correct with the Real Estate Department. 2. Add the word "warehouse" to the proposed use. 3. State what the maximum number of employees is on the largest shift, from the parking calculation figures it can be implied that it is 20, but please confirm on the plans. 4. Provide the interior greenspace calculations. 5. Provide the full tree canopy calculations. 6. Indicate the existing square footage of the building, what the proposed square footage is and what the total would be for the site under the building information section. 7. Show the existing gate across the entrance to the site off of Corrugated Road on the existing conditions plan. 8. It appears that there is a gate restricting access to the proposed temporary trailer parking area, if so, please indicate such. 9. Provide details of all of the proposed gates. i.e. dimensions, material, color etc. 10. Indicate the location of all HVAC units and mechanical units. They must be screened. 11. The curb and gutter of the entranceway appears to be damaged and should be repaired. 12. The fire lane around the rear of the proposed building appears to be in a swale, please confirm that this can be constructed without affecting neighboring properties. 13. Will additional dumpsters be required? If so, please indicate and provide the required 8' screening walls. 14. It appears that some of the landscaping that was approved as part of the original POD has since died and/or been removed. This landscaping must be replaced at a minimum. Consider adding additional landscaping in the buffer between Corrugated Road and the wooden screening fence and also between the curb of the interior parking spaces/drive aisles and Corrugated Road. 15. What will become of this proposed, gravel, temporary, trailer parking area? 16. Please clarify what the appearance of the insulated metal wall panels will be? 17. Explain the unusual parking lot configuration along Corrugated Road. Is this to accommodate tractor trailers backing out? 18. Additional comments may be forthcoming pending comments from other agencies. Attached are comments from various agencies, unfortunately comments from some other agencies are still outstanding.
