Dear Mr. Mulligan

These comments are supplemental to the Reynolds Office Building Fast Track project based on a review of the revised master plan submitted.

1.     The existing private water main should remain in its current location and remain private, since the meter and detector check must remain connected to the private line to serve the building. Install a 12" DI water main parallel to the existing 8" private line. This 12" main should connect to the existing 12" CI water main in Forest Avenue. Making the existing private line public would entail removing the detector check and backflow preventer from the line. The 8" portion of the line would need to be replaced with a 12" main. Two new detector check and backflow preventer assemblies will need to be installed. The first will need to be installed on the new 12" main to meet ISO requirements for the ISB Building. The second assembly will need to connect to the existing 6" line to provide fire protection for the Mechanical Building. An additional dedicated fire may be required since 2 dc/bfp assemblies will be required in this area if the private line is made public.

2.     Information has not been provided on additional development previously shown on the approved master plan for the Reynolds Development. A complete review of the Sanitary Sewer and Hydraulic Analysis cannot be completed until information is provided about this additional development.

Dear Mr. Mulligan:

Enclosed are marked-up prints of the water and sewer plans that are
part of the plan of development submitted to the Planning Department
on February 9, 2007.

DPU recommends approval of these plans by The Planning Commission.

Please address the following comments before submitting the
construction plans for signature.

Sheet C5.00:
1.     Provide a note indicating VA Power will be contacted prior to
working around the VA Power easement.
2.     Provide a note indicating any existing utilities that need to
be abandoned shall be done in accordance with DPU Standards 1.1.04C
and 9.3.10.
3.     Provide the DB and PG number for the existing utility
easements. Be aware, that offsite easements must be recorded and DB
and PG numbers provided on the plan prior to the approval of the plan.
4.     Change the solid lines to dashed lines for the existing water
mains shown on the plan.
5.     Change all the easement callouts from ?20? Water Easement?
to ?20? Utility Easement.?
6.     Relocate the irrigation backflow preventer outside of the
utility easement. Backflow preventers are private items and should
not located within the utility easement.
7.     Provide a 12? valve on the 12? water main near the 12? x 12?
tee south of the irrigation meter.
8.     A 6? 22. 5° bend has been called out on the dedicated fire
hydrant lead but not shown on the plan. Review and revise where
necessary.
9.     Indicate the distance from the onsite water main to the edge
of pavement.
10.     Based on the number of floors for the proposed office
building, a high hazard fire system is required for the building.
Change the detail number for the fire system backflow preventer from
(F-16) to (A-15). Also, provide the appropriate detail on the detail
sheet. The backflow preventer details (A-15) will be provided with
plan comments.
11.     The 8? Detector Check/ Backflow Preventer Assembly appears to
be located in the sidewalk. Relocate the Detector Check/ Backflow
Preventer Assembly out of the sidewalk.
12.     Relocate the Siamese connection closer to the dedicated fire
hydrant to allow for better circulation of fire vehicles and access
to the building.
13.     In accordance with Standard 4.2.01B3, all water mains shall
be located in paved areas. Revise the location of the proposed water
main so that it will remain in pavement at all times.
14.     The proposed building does not meet ISO/hose lay
requirements. Additional fire hydrants will be required for this
project.
15.     The fire hydrant located east of the Mechanical Building
cannot be used for fire protection of other facilities. This hydrant
is installed off of a private fire line for the express purpose of
protecting the buildings connected to the private fire system.
16.     Be advised, the relocated hydrant at the Mechanical Building
must be installed at a minimum of 7? from the curb & gutter. Will
relocating this hydrant effect the hose lay to the Mechanical
Building or the ISB Building? Review and clarify as necessary.
17.     Review the size of the water line located east of the
Mechanical Building. The size of the waterline shown on the plan
does not match the CWB Sheet and GIS. Review and verify the size of
the water line.
18.     Callout the water line located east of the Mechanical
Building as a ?Private Fire Sprinkler Line? on the plan and callout
the fire hydrant as private as well.

Hydrants must be within a 350-ft. hose lay of the building circumference, a minimum of 50 ft. from the structure wall and accessible to fire department apparatus. Measure hose as laid from apparatus.

Provide dedicated hydrants to serve as supply for fire department connections. Fire department connection should be remote from the building and within 50 feet of the dedicated hydrant.

Designation and marking of fire lanes to be determined prior to C.O. You may provide a layout plan sheet for fire lane designation. Yellow paint on pavement and curb may be required in addition to signs.

If the type of construction and the layout of the building or buildings prevent adequate performance of the radio system utilized by emergency services, the owners will be required to install the necessary devices to obtain radio coverage inside the buildings.

POD2007-00015 Reynolds Office Building at Reynolds Crossing (POD-13-
07)

The Division of Police recommends approval with the below
requirements addressed or met. Written compliance or new plans
with details shown/stated will meet our requirements.


The Division of Police supports and implements Crime Prevention
Through Environmental Design (CPTED), which is the theory that the
proper design and effective use of the built environment can lead to
a reduction in the incidence and fear of crime and an improvement in
the quality of life.

The following characteristics need to be in place at this site.
1. Natural Surveillance. Provide natural surveillance throughout
the site, especially to parking areas, buildings, building
entrances, walkways, etc. Natural surveillance is the placement of
physical features, activities and people in such a way as to
maximize visibility.
2. Natural Access Control. Provide natural access control throughout
the site. Natural access control is the physical guidance of people
coming and going from a space by the judicial placement of
entrances, exits, fencing, landscaping and lighting. The goal is
to guide people where you want them to go and how you want them to
get there.
3. Territorial reinforcement. Territorial reinforcement is the use
of physical attributes that express ownership, such as fences,
pavement treatments, art, signage and landscaping. The goal is to
promote ownership and pride in where you live and work.
4. Maintenance. Allows for the continued use of space for its
intended purpose. It also serves as an additional expression of
ownership.

The Division of Police will require the following security measures
for this plan prior to receiving an endorsement from this agency:

Landscaping ? no schematic plan submitted
1.The landscape plan should show the light pole locations as well.

2.All shrubs and trees should be trimmed to allow for maximum
visibility to and from the site and from within the site. Shrubs
should have a natural growth height of no more than 2 ½ to 3 feet,
or be maintained at this height, especially when located along an
entrance, walkway or parking area.

3.Trees should have a natural growth with limbs at least 4 feet off
the ground, or be maintained with the canopy raised, especially when
located along a building entrance, walkway or parking area.

4.The location of light poles and their relationship to the trees
throughout the parking lot and along the building edge needs to be
considered. The two should not be located in the same area, as
illumination will be reduced as the tree matures.

Lighting ? no plan submitted
5.The lighting plan should be submitted with the plan of
development.

6.The minimum maintained light level should be no lower than 1.0
foot-candles throughout the parking areas, walkways, building
entrance and building edge.

7.The lights throughout the site, to include the overall Reynolds
Crossing development, should be the same. The emphasis is to have
the same color of light (white or orange/yellow) throughout. This
will provide good color rendition, help with visibility and reduce
contrasts. Metal Halide is preferred.

8.All light fixtures need to be full cut-off.

9.The type of light fixture the Division of Police requires is one
that puts the light down on the ground, versus horizontally and up
